Biography:
Fred Seigneur has over 35 years experience in management and individual contributor roles specializing in systems engineering, design/architecture and operations of telecommunications and packet data networks. In 1978-79 Fred developed secure packet switching software for the first Government network to use TCP and IP. His computer/ information security experience dates back to pre “Orange Book” days (1970s).
Mr. Seigneur is an accomplished speaker. He has delivered papers, led panel discussions and taught at seminars in transmission, switching, distributed processing/database management, Intelligent Networking/SS7 and Voice over IP.
Fred is extremely versatile. He is accomplished in systems engineering, design, market research, business plan development, and proposal development.
He has repeatedly developed disruptive innovations which typically reduced capital cost to implement enhanced network capabilities and/or operational costs by 50% when compared to accepted state-of-the-art solutions.
