The goal of the Training Workshop is to produce the beginnings of a Training Plan that can be refined and acted upon during the Designing stage. The workshop achieves this goal through these two objectives:

Training requirements are identified and funded in VI3.Blueprint Business Case, with the organization roles mapped out at a high-level in VI3.Blueprint Project Charter. These requirements are detailed further in VI3.Blueprint Requirements Specification.
There are training requirements for the core technical staff, and also for non-technical service delivery staff and others more on the periphery of the project who are only affected in a minor way (e.g. junior IT Ops staff).
The first step of the workshop is to list the known requirements on the large piece of paper on the meeting room wall:

These requirements should be developed in the next Mapping step of the workshop.

There are three steps to this mapping activity in the workshop:
List the relevant contents of the VMware Education Services Public Course Catalog
List the affected roles and organizations (from the Project Charter stakeholder and RACI diagrams)
Draw the project timeline with milestones when education should be complete
Ensure you have three large pieces of paper, stuck to the wall to fill in with the next three steps:

This hands-on training course explores installation, configuration, and management of VMware Infrastructure 3, which consists of VMware ESX Server and VMware VirtualCenter. Upon completion of this course, you can take the examination to become a VMware Certified Professional. Students who complete this course should enroll next in VMware Infrastructure 3: Deploy, Secure, and Analyze.
This hands-on training course, aimed at experienced VMware Infrastructure administrators, is a continuation of the VMware Infrastructure 3: Install and Configure course. On completion of this course, you can take the examination to become a VMware Certified Professional, if you have not already done so. The course focuses on ESX rather than ESXi.
This intensive, extended-hours training course covers the installation, management, and use of VMware ESX Server, VMware VirtualCenter, VMware DRS, VMware HA, VMware Consolidated Backup (VCB), VMware Converter, Storage VMotion, and VMware Update Manager. It combines the content from the 3.5 versions of the VMware Infrastructure 3: Install & Configure and Deploy, Secure, and Analyze training courses. Upon completion of this course, you can take the examination to qualify as a VMware Certified Professional.
This hands-on training course explores the foundations of designing VMware Infrastructure architectures. This course is not required for the VMware Certified Design Expert (VCDX) certification. The content of the course is a subset of the knowledge tested in the VCDX examinations. Therefore, the course is most appropriate for persons who are new to designing virtual infrastructures and who intend to gain further hands-on design experience before beginning the VCDX process.
This hands-on training course introduces the most compelling features of VMware Infrastructure 3. This course demonstrates VMware Infrastructure 3 features capable of reducing your IT costs while improving efficiency, availability, flexibility, and manageability.
This workshop provides datacenter managers and personnel—IT managers, server administrators, network administrators, storage administrators, backup specialists, and VMware Infrastructure specialists—with information on how VMware Infrastructure will affect their day-to-day work.

The last part of the workshop brings together the three elements (catalogue, roles, timeline) to produce an outline for a Training Plan that can be developed and then executed to schedule training.
First, some constraints:
The Design course (VCDX certification) must be scheduled before the Designing stage, unless you have an experienced designer leading this stage who also has the VCDX certification.
The Administrator course must be scheduled before the Implementing stage for all staff. If someone doesn't have this training, then they should NOT be allowed to work on the Implementing stage: failure to adhere to this constraint has severe consequences in terms of lost time fixing mistakes by untrained staff.
The Operator course must be scheduled before the Operations stage for staff leads, with the agreement that the rest of the IT Ops shifts will receive knowledge transfer if not all can attend the official course.
The other courses, IT Manager and Fast Track, can be scheduled at any time.
