The first step in planning the design stage, is to extract the planning goodness out of the VI3 Business Case and the VI3 Project Charter. The specific parts are:

Before the work gets underway, secure the resources for each task in the Designing stage - this means translate the Resource role title into an individual - e.g. IT Security = Jane Doe, CISSP.
