This document is used to sketch the Designing Stage documents prior to loading up the specs into the tasks and then starting work on the documents.

Each of the sections below should specify what the document is supposed to deliver/look like, and is used by the collaborators on a document to work to the same plan.
Why bother with this specification step? Why not just jump straight in and create the document? The answer is: this method helps collaboration: we've learned through experience that having more than one person work on a document without a specification makes the job N times as hard, where N = Number of Collaborators.
Collaborators take these specifications, copy them and paste them into their working documents - they then work on and agree the spec.
With an agreed spec, the VI3.Blueprint project task is updated as being in "Writing" status.
When the document draft has been written, any changes to the document structure are fed back into the spec to make sure the two match

The requirements specification document lists the requirements of the various stakeholders and covers technical and service requirements. The best requirements are those that, like SMART objectives, are well defined. The more vague the are the less likely they are to be satisfied. During the lifetime of any VI3 project these requirements might change, if you allow that (and some say that is best practice, some don't): if you believe that you can capture all the requirements at the start of a project and still deliver what the customer wants six months later, then good for you - but I'm a mere mortal and for me this requirements list will change as the project develops. This document is under change control so any changes to requirements are managed before being accepted/rejected.
